Flood Early Warning System

The Flood Early Warning System we designed for the State Hydraulic Works (DSİ) is Türkiye’s first flood early warning solution and, with its camera-based data feature, a world first. Both its hardware and software were developed entirely domestically.

What Makes the System Different?

Camera verification

Relying on sensor data alone means a faulty sensor can raise a false alarm or miss a real risk. Our system is the first solution that uses a day and night vision camera to visually verify whether the sensor is working correctly and the actual state of the stream bed.

Images over low bandwidth

Transmission speeds are low in rural areas. The system is designed to deliver images to the control centre even at low transmission speeds, so live images can be obtained even where coverage is poor.

Uninterrupted power

It runs off-grid on battery and solar power, providing uninterrupted operation in stream beds and mountainous areas without power infrastructure.

Custom low-power floodlight

Thanks to the low-power floodlight we developed, distant points can be monitored at night as well; this means 24/7 visual monitoring without straining the power budget.


Visibility at Every Stage of the Flood Cycle

The system records not only the flood itself but also what happens before and after:

Before the flood

Normal flow conditions and road/crossing status are monitored; an early warning is generated as threshold values are approached.

During the flood

Level data and live images are sent to the control centre simultaneously; the alarm chain is triggered.

After the flood

A visual record and measurement archive are provided for stream bed condition, closed crossings and damage assessment.

The system was developed in line with the relevant standards so that hydrometric data can be shared between organisations.

  • OGC (Open Geospatial Consortium) membership — geospatial data interoperability

Why does a domestic solution matter?

While typical project costs for imported water and air quality monitoring systems are around €50,000–100,000, through localisation we aim to bring this down to the €5,000–10,000 range. This means both savings for the public budget and nationwide data standardisation.
