Resource Management System

The Resource Management System is an integrated monitoring, billing and analytics solution that combines electricity, natural gas and wastewater networks on a single platform. Türkiye’s first wastewater management system working in integration with electricity and natural gas was developed as part of this project.

Electricity Network Management

Unlike old mechanical meters, new-generation electronic meters work like energy analysers and data loggers. By collecting this data on a central platform, we make the network visible.

  • Tracking line losses and leakage in the network
  • Analysis of transformer and line capacity risks

  • Consumer profile and risk analyses
  • Consumers monitoring their own consumption and managing penalty risk

Result: Around 500 electronic meters are read over the GSM network; daily and monthly network technical status reports are produced, monthly billing and accounting are automated, and users are given web-based technical data.

Natural Gas Network Management

Natural gas volume correctors work like data loggers, correcting the profile in real time according to the changing gas profile, weather conditions and pressure. The system evaluates this data on the same platform as the electricity network.

  • Network risk and line loss/leakage tracking
  • Distribution line and consumer line capacity analyses
  • Network investment decision analysis
  • Detection of usage above or below contracted levels

Result: Around 130 corrector meters are read over the GSM network, loss/leakage rates are monitored and monthly consumption billing is carried out.

Wastewater Network Management

Wastewater is an item that needs to be considered separately from electricity and natural gas. We make sure charges are based not on clean water consumption but on the actual wastewater volume and pollution load.

  • Charging based on wastewater flow together with pollution parameters
  • Pollution sensors by sector and product type (pH, TSS, COD, etc.)
  • Accredited laboratory sample results entered into the system
  • Distributing OIZ shared treatment plant costs according to actual use
  • Accurately identifying treatment plant investment needs and avoiding unnecessary investment
  • Increasing treatment efficiency and reducing unnecessary water use

Result: Around 20 electronic loggers are read remotely and about 700 wastewater subscribers are billed every month. Since 2013, a cost reduction of $0.20 per m³ has been achieved.

Kemalpaşa OIZ deployment

This system, which we implemented at the İzmir Kemalpaşa Organised Industrial Zone, won first place in Türkiye at the Ministry of Industry and Technology Productivity Award. The integrated meter reading infrastructure built with 700 TALYUM modems in 2015-16 forms the backbone of the project.
